The International Real Estate Business Forum "Russia for investors - investors for Russia" was bright, informative and interesting.
This year the forum was attended by more than 700 people, including business missions from 23 countries and 54 government representatives from Russian regions. Within the framework of the business program, 24 events, various discussions and round tables were held, 204 speakers made the presentations. At the IREBF-2017, 39 agreements were signed, and 123 media representatives participated the event.
The key topic of the forum was the Attraction of foreign investments in the construction industry of the Russian Federation. The State Secretary, Deputy Minister of The Ministry of Construction Industry, Housing and Utilities of the Russian Federation Natalia Antipina reported that the Government of Russia approved 12 target models for simplifying business procedures and increasing the investment attractiveness of the subjects of the Russian Federation. One of those models, implemented by the Ministry of Construction Industry, Housing and Utilities of Russia and the Agency for Strategic Initiatives, is the target model for obtaining construction permits and spatial planning. "It determines the procedure for reducing the time required for passage of procedures and their number necessary to obtain a permit for the construction of a property in the field of housing construction," the deputy minister commented. According to the target parameters of the model, the time required for obtaining a building permit should be shortened from 180 days to 80 days. In addition, the implementation of the model involves the transfer of all services to the electronic format, the introduction of interagency electronic interaction, and the organization of provision of services in the field town planning on the “one window” principle. Besides, the information that is placed by the authorities on official websites is streamlined so that investors can quickly get acquainted with the necessary information on urban planning and land issues.
At the plenary session, Alessandro Pagano, deputy of the Italian Parliament, chairman of the Russian-Italian Interparliamentary commission, spoke to the audience about the fact that, despite the sanctions policy, Italian business is ready to invest in the Russian economy and is considering the possibility of participating in various construction projects. Mikhail Grin, president of the FIABCI-Russia, highlighted that it is necessary to improve the quality of real estate in Russia, which can be represented as export property, and also, Russia has a great development potential, because each region is unique from both economical and geographical view.
Within the framework of the Forum, winners of the XII National Stage of the World Prix d'Excellence 2017 World Property Competition were announced. They will be able to continue their struggle for an Oscar in the real estate sphere at the world stage of the Dubai Competition as part of the World Real Estate Congress. 17 regions of Russia took part in the contest, 81 projects were presented. The jury of the contest, headed by Vladimir Resin, Deputy of the State Duma of the Federal Assembly of the Russian Federation, Academician of the Russian Academy of Architecture and Construction Sciences, determined 20 nominees. According to Vladimir Resin’s opinion, each year the number of participants from different locations increases, and that is a good sign which indicates that the construction industry is developing, and Russian projects become qualitatively better.
